North Miami is a coastal City that covers over 10 square miles of land area with a unique combination of sensitive wetlands, a generous supply of parks/open space, and mainly build-out urbanized tracts traversed by both local and state highways. The Senior Planning Technical serves as an urban planner who primarily supports the Zoning Manager in carrying out his or her regular duties in conformance with the vision and requirements of the City's Comprehensive Plan and Land Development Regulations. The individual in this position works in a multifaceted role to help advance the City's overarching vision as expressed in Goal 1 of the City's Comprehensive Plan "to promote redevelopment in order to enhance the economic base of the city, improve aesthetic quality of the built environment and provide a range of housing and employment opportunities."
An employee in this position works under limited supervision. Work is subject to regular review by the Zoning Manager for conformity with established policies and attainment of desired objectives. Given the complexity of the varying project demands, the Senior Planning Technician must by adaptable, have great critical thinking skills, and work independently or as a member of a team.
Essential Job Functions:
Participates in making various planning studies;
Reviews plans for development review and building permit approval and verifies compliance with planning and zoning requirements;
Prepares staff reports for review by professional planners;
Prepares GIS maps, and charts for presentation
Assists in the conduct of research and the preparation of reports on various phases of planning/zoning and community development programs;
Make regular site inspections;
Processes various development applications such as administrative variances, special exceptions, certificate of use, etc., including review for, site plans and completeness;
Creates and maintains project case files;
Answers zoning questions and prepares reports;
Reviews requested zoning or land use changes by city planner;
Maintains the case logs for various City Boards;
Serves as secretary to the Board of Adjustment;
Assists with and/or performs clerical tasks associated with job functions;
Coordinates Development Review Committee review and responses;
Presents proposals to City Boards as directed by the Zoning Manager.
Equipment Used/Job Location: Operates a City vehicle, personal computer and software, including word processing and spreadsheet programs, printer, calculator, copy machine, as well as equipment developed or advanced from future technology as required by the job.
Bachelor's degree in planning, public administration, geography, architecture, engineering, economics, or related field, plus two years of relevant job experience.
Possession of a valid Florida driver's license.
Knowledge of basic principles, practices, and techniques of planning, zoning and/or planning research;
Knowledge of City, County and State Legislation on comprehensive planning and development;
Knowledge of zoning and land subdivision ordinances, and the methods and procedures by which they are administered and enforced;
Knowledge of standard office equipment, computer hardware and software utilized in planning and development;
Knowledge of customer service and public relations methods, practices and procedures;
Ability to accurately establish and maintain case files;
Ability to apply and interpret related ordinances, laws, administrative policies and procedures;
Ability to exercise sound judgment in analyzing facts and arriving at conclusions;
Ability to carry out complex oral and written instructions;
Ability to establish and maintain effective working relationships with other employees and the general public;
Ability to express ideas clearly and concisely, orally and in writing;
Ability to operate a computer;
Ability to operate a vehicle;
Ability to handle stress.
