IDEAL CANDIDATE PROFILE
•Government procurement experience
Graduation from an accredited four-year degree granting college or university with a Bachelor's degree in Business Administration, Business Management, Business Technology, Communications, Economics, Finance, Marketing, or Project Management; and
Five to seven years of experience procuring commodities and services, one year of which must have been in a supervisory capacity.

Not limited to sitting, lifting up to 10 lbs, and occasional traveling for meetings and/or community events.
Working conditions reside mostly in an office cubicle working environment with occasional travel within Hillsborough County and possibly to other Florida counties or municipalities where a business need is identified. Prolonged sitting in office or meetings. Extended walking due to project site visits. Periods of standing may occur due to speaking or training.
DUTIES AND RESPONSIBILITIES
•Provides management, guidance, training, supervision, and motivation to assigned personnel; coordinates functions, assigns, directs, monitors, reviews, and approves work; evaluates performance, and initiates corrective action and/or discipline, as needed.
•Participates, makes recommendations, plans and implements revisions to the procurement process that results in the acquisition of a variety of commodities and services to fulfill the requirements of county agencies and departments.
•Coordinates, conducts, and administers procurement planning sessions and training sessions directly with user departments’ representatives to ensure understanding of the procurement process, associated timeframes, and respective roles and responsibilities during the administration of contracts.
•Examines requisitions for the completeness and assigns to staff, analyzes, reviews, and provides suggestions to specifications and scopes of work to ensure they promote competition and best value for the county.
•Reviews and determines the appropriate method of solicitation in accordance with applicable laws, board policies, directives, procedures, and past practices. Review, analyze, and assist in solving high complex technical procurement requirements. Consults with departments to determine the commodity or service needs, delivery schedules, and contract administration requirements.
•Formulates standard and unique contract clauses terms and conditions in order to complete procurement solicitation documents and includes the department’s form library and templates.
•Reviews and approves procurement documents to ensure consistency, accountability, standardization, and maximum competition in county procurement projects.
•Review bids and proposals directly or through staff for responsiveness and responsibleness to determine compliance to minimum procurement requirements, and notifies affected bidders and proposers of non-responsiveness and non-responsibility determination or findings.
•Resolves protest through reviews, evaluations, responses to related issues in accordance with established procedures, to ensure bidders and proposers receive due process and are treated fairly and consistently.
•Reviews and approves award recommendations and contract renewals in compliance with agency policy; reviews purchase orders and award recommendations made by staff; makes final approval for certain dollar value purchases, as established by appointing authority; and approves various issues purchase orders.
•Reviewed contract modifications, change orders, and revisions for authority and consistency with contract terms, competitive procurement requirements, pricing fair and reasonableness, and other relevant issues. May negotiate with vendors to obtain best prices.
•Performs internal reviews of contact files and procurement databases to ensure accurate information and projects were adequately delivered.
•Assist agencies and departments with any aspect of requirement development and contract management.
•Participates or conducts vendor outreach meetings to assist potential companies to learn about vendor registration process and potential procurement opportunities.
•When so designated, may assume the authority of, and act on behalf of a more senior staff member.
•Performs other related duties as required or assigned.
•Ability to identify and formulate ways to improve purchasing practices within the county while providing guidance to department staff regarding governing purchasing laws, administrative rules, and the application of those laws and procedures to future projects. Non-standard, widely analytic, and inductive thinking requiring the interpretation and application of a substantial variety of policies and procedures for diverse and often complex projects.
•Ability to make decisions and final recommendations which routinely affect the activities of others. Ability to establish, apply, and implement rules, regulations, policies and procedures relating to the purchasing process, basic position duties or departmental responsibilities. Independent judgment is required to study previously established, often partially relevant guidelines; plans for various interrelated activities; and coordinates such activities within the unit.
•Ability to communicate effectively, both verbally and in writing. Responds to moderate to high level inquires. Requires regular contact with external persons of importance and influence. Involves considerable discretion, persuasion, and tact in gaining the cooperation of others. Requires the handling of delicate relationships and complex situations.
•Ability to identify, develop and direct strategic sourcing initiatives by leveraging appropriate data sources across multiple stakeholders, departments, and agencies to create strategic partnerships with large, small, disadvantaged minority/women, and local business enterprises. Plan events throughout the year, and has some effect on the department’s annual expenditures, and/or revenue.
•Requires independent business judgment and a high degree of management attention. Responsible for making recommendations within the department in the areas of staff selection, compensation, staff performance appraisals, disciplinary action, complaint, and other similar managerial duties. Plans, assigns, and evaluates the work of subordinates for effective operations, customer service, and results.
•Ability to supervise individuals while assigning and managing work priorities to ensure proper completion of work assignments. Conducts regularly scheduled meetings with subordinates for training and discussions.

•Health Plan: The County pays towards health insurance premiums for all employees. Employees can select from three health care plan options. Coverage is effective the first of the month following 30 days of employment.
•Dental Insurance: Employees are eligible to enroll in the dental coverage and choose from four options: High DMO, Low DMO, a network Open Access Plan, and a PPO. Coverage is effective the first of the month following 30 days of employment.
•Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following 30 days of employment.
•Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
•Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
•Holidays: Employees receive up to 12 paid holidays per year.
