Responsible professional and technical work involving directing and coordinating human resources activities. Work is performed under the general supervision of the Director of Administrative Services. Starting salary is expected to be within a range of $78,847 to $90,000 annually, depending on qualifications.

Essential Job Functions:

¨ Posts and advertises job openings; reviews applications and identifies suitable candidates for interviews.

¨ Interviews job applicants for all open positions within the City.

- Coordinates appropriate background verifications of applicants and other pre-employment procedures.

¨ Coordinates hiring, promotion and termination procedures with departments; assists with progressive discipline procedures.

¨ Oversees and maintains pay and compensation plan.

¨ Maintains database of job descriptions for each position; updates as needed.

¨ Prepares/approves personnel action forms relating to pay and position.

¨ Maintains systematic tracking of employee evaluations.

¨ Maintains city’s personnel policies and procedures manual; recommend periodic policy updates.

¨ Responsible for orientation/onboarding program for new employees; trains employees on city’s policies and procedures.

¨ Maintains employee files, including but not limited to new hire documentation, pay/position changes, benefits, payroll deduction records, medical files, workers compensation files.

¨ Oversees employee benefit program including administration of all insurance plans, retirement plans and wellness programs.

¨ Coordinates (organizes) training programs for City employees including supervisory, computer, and technical training.

¨ Responsible for coordinating HR-related regulatory compliance (ADA, ACA, EEOC, FMLA, FLSA, COBRA, workers’ compensation, etc.)

Knowledge, Skills and Abilities:

¨ Knowledge of the personnel policies and procedures (municipal experience preferred).

¨ Knowledge of insurance benefits, both mandatory and optional.

¨ Knowledge of Fair Labor Standards/Family Medical Leave Act/Americans with Disabilities Acts, Affordable Care Act.

¨ Knowledge of collective bargaining process and procedures.

¨ Knowledge of and ability to operate computerized software applications in a network environment.

¨ Ability to establish and maintain effective working relationships with other employees, supervisors, department heads, and the public in a tactful, diplomatic manner.

¨ Ability to maintain confidential information.

¨ Ability to lead and motivate a small division.

¨ Ability to communicate both orally and in writing to groups and individuals.

¨ Ability to make presentations to large groups.

Education and Experience

¨ Graduation from an accredited four-year college with a Bachelor's Degree in Business, Management, or related field.

¨ Five (5) years experience in human resources administration or a closely related field, with two (2) years supervisory experience.

(A comparable amount of training or experience may be substituted for the minimum qualifications.)

Licenses, Certifications or Registrations:

¨ SHRM certification preferred.


¨ Acceptable eyesight (with or without correction)

¨ Acceptable hearing (with or without hearing aid)

¨ Ability to access, input and retrieve information from a network PC.

¨ Ability to sit at a desk and view a display screen for extended periods of time.
