Lee County Mosquito/Hyacinth Control Districts, two independent special taxing districts with combined total budgets of $29 million and 85 full time employees and up to 40 seasonal employees, located in Lehigh Acres, FL (near Fort Myers) are seeking qualified candidates for the position of Human Resources Director.
This “HR-Department-of-One” position reports to the Executive Director and is a member of the senior management team. Position is responsible for directing all aspects of the Human Resources functions and practices so they support the overall goals and strategies of the Districts including legal compliance, compensation, policies and procedures, employee relations, performance management, recruitment and hiring, and benefits administration (including retiree OPEB and in-house ACA compliance). Position handles payroll changes only for bi-weekly payroll and light duty/FMLA aspects only for worker’s comp (Finance Department owns payroll processing and worker’s comp claim management).
The ideal candidate, in addition to the minimum qualifications outlined below, will be well versed in change management, have excellent “down-to-earth” coaching skills, be adept at balancing long-range HR strategy with effective day-to-day operations, and be self-motivated with a “hands-on” approach to independently take initiative in order to accomplish goals.
•Bachelor’s degree in Human Resources or closely related field from an accredited college or university and/or an equivalent combination of experience and/or training that demonstrates a thorough understanding of employment law and human resources functions
•A minimum of five years as a Human Resources generalist in a leadership role is required
•Certification as a PHR or SPHR and/or SHRM-CP or SHRM-SCP is strongly preferred
•Florida public sector special district experience is preferred
•Must have excellent computer skills including proficiency in Microsoft Office
•Must have excellent verbal and written communication skills in English including the ability to confidently deal with controversies in a professional, clear and informed manner
•Must be able to effectively communicate in front of an audience including in both planned and fluid situations
•Must have a valid Florida Class E driver’s license with a clean driving record
•Must obtain a Florida Public Health License within six months of hire (study materials will be provided) and maintain license for duration of employment
The hiring range for this Exempt position is $71K - 94K per year however final salary is dependent on qualification and experience. Excellent benefit package including Florida Retirement System, medical, dental, life/LTD/STD and generous paid time off package.
